The council is refocusing its business around the priorities and outcomes it delivers with its partners and changing its business framework to reflect this.
Phase 1 of our new management structure was introduced on 1 April, with a new executive management team, comprising the chief executive and three strategic directors, focused on outcome based areas of responsibility – communities, people and resources (report 521/12). This leadership team has been reviewing the alignment of our services to ensure that we are in the best shape possible to meet current and future demands.
We are now in Phase 2 of our management restructuring, appointing the heads of service who will have responsibility for the management and delivery of the quality, cost-effective services that will ensure we address our priorities and achieve the outcomes we desire.
We have recently appointed heads of service in the Communities Directorate. We are now seeking four exceptional heads of service for our People and Resources directorates (report 399/13)*.
Our new People Directorate is focused on the delivery of integrated services for individuals and families, bringing together the services previously delivered by two discrete departments, Education and Social Work & Health. Three heads of service will each lead the development, management and provision of one of the new service groupings - Services for Schools and Learning; Children and Young People; and Quality and Performance.
Working within the new Resources Directorate, which delivers the core services that support and drive our business, the head of service for Organisational Change will lead our HR functions and the development of our workforce and ICT, to ensure our organisation is fit for the future.
As a head of service you will be expected to contribute beyond these direct service responsibilities. You must be a strategic thinker and will play a major corporate leadership role, practicing and promoting a ‘one council, one team, one vision’ approach.
